What the bell at the top shows and when a notification counts as read.

The bell sits next to the section title at the top of every page (and in the top bar on mobile), with a counter as soon as there's something new.
What you'll see in it
A badge as soon as you earn an achievement. Nothing to show? The popover just says "No notifications."
When something counts as read
A badge counts as new until you open the bell. After that, the counter no longer includes it.
A badge that no longer shows as "new" in the bell is still there on Account → Profile → Achievements: the bell is a short overview of what's recently come in, not your full history.
